From my independent investigation it appears that it is a vaguely “Asian” dish with thin sliced beef and green peppers in a sweet beef gravy with some soy sauce. There are also a lot of Marco Polo restaurants and other Marco Polo dishes that are unrelated so YMMV if you order it without looking.

It might be called steak in similar fashion to Salisbury Steak which is of course not a steak.

Never good when the word 'vaguely' is used in regards to a cuisine.
Also salisbury steak isn't actually steak? Learning about America via social media osmosis is really letting me down.

Salisbury steak is made of ground beef. So basically, a hamburger patty with some sort of sauce or gravy on it. But eaten like a steak!

Sometimes it's literally a hamburger patty with some sort of sauce or gravy on it. Depends on how remote the town is when you stop at a diner.
