In Minnesota, sales tax is on every product except food and clothing. And food is tricky because food isn't taxed but snacks are. The classic example is that Marshmallows are a food and therefore not taxed, mini-marshmallows are a snack and are taxed. Minnesota's state rate is 6.9%, Minneapolis adds another 0.5% on top of that.
If I remember correctly, the money I spent going to restaurants and bars in Portland was about the same as what I'd expect in Minneapolis.
